Key Responsibilities

Strategic Leadership and Governance

The successful candidate will:

  • Lead a unified organizational strategy for evidence generation, learning, monitoring, evaluation, and research.

  • Align impact intelligence initiatives with global organizational strategies and theories of change.

  • Establish governance frameworks, roles, and accountability mechanisms for evidence use and learning.

  • Promote a culture where evidence-based decision-making is integrated across all levels of the organization.

  • Strengthen leadership support systems to encourage learning and accountability.

Strengthening Impact Intelligence Systems

Key responsibilities include:

  • Overseeing the development of integrated data and learning systems that improve data quality and reduce duplication.

  • Ensuring monitoring, evaluation, accountability, and learning (MEAL) systems are aligned across organizational entities.

  • Collaborating with digital, IT, and data teams to implement effective tools, dashboards, and knowledge-sharing platforms.

  • Enhancing organizational data literacy and evidence utilization.

Evidence-Based Decision Making

The Director will:

  • Prioritize evidence generation around critical organizational decisions.

  • Ensure research, evaluations, monitoring frameworks, and economic analyses support strategic priorities.

  • Reduce unnecessary reporting requirements by implementing streamlined evidence approaches.

  • Promote the routine use of evidence to guide program design, adaptation, and scale-up.

Organizational Learning and Collaboration

Responsibilities include:

  • Connecting evidence, data, and learning functions across departments and country offices.

  • Strengthening collaboration among monitoring, research, evaluation, ethics, and economic analysis teams.

  • Facilitating knowledge-sharing platforms and communities of practice.

  • Translating complex findings into practical insights for decision-makers.

Research, Evaluation, and Ethics Leadership

The successful candidate will:

  • Lead high-quality research and evaluation initiatives aligned with organizational learning priorities.

  • Oversee ethical governance, safeguarding, and responsible data management practices.

  • Ensure compliance with ethical standards in research and evidence generation.

  • Develop partnerships with academic institutions, governments, and development partners.

Economic Evaluation and Value for Money

Key duties include:

  • Integrating cost-effectiveness and value-for-money analysis into program design and implementation.

  • Supporting evidence-informed decisions through economic evaluations.

  • Presenting complex economic findings in accessible formats for non-technical stakeholders.

  • Promoting efficient resource utilization and organizational effectiveness.

  • Experience integrating economic evaluation into strategic decision-making.

  • Strong experience leading geographically dispersed and diverse teams.

  • Exceptional stakeholder engagement and communication skills.

Educational Qualifications

Essential Qualifications

  • Advanced postgraduate degree, preferably a Master's Degree or PhD, in International Development, Social Sciences, Planning, Statistics, or a related field.

Preferred Qualifications

  • Published research, thought leadership articles, or academic contributions in learning, research, or evaluation.

  • Professional certification in Monitoring, Evaluation, Accountability and Learning (MEAL), research methodologies, or evaluation practices.
