The International Civil Aviation Organization (ICAO) is seeking an experienced Senior HR Business Partner to join its Client Services and Outreach Branch in Nairobi, Kenya. This senior‑level position sits within the Division for Human Resources and supports the implementation of ICAO's strategic HR agenda across regional and headquarters offices. What You'll Do
In this role you will act as the principal HR liaison for senior managers and field staff, steering policy implementation and talent initiatives throughout the region.
- Provide expert guidance on ICAO’s HR policies, ensuring managers and staff understand and apply them consistently and fairly.
- Lead the adaptation and rollout of talent management programmes—including performance reviews, succession planning, global mobility and staff development—tailoring them to regional contexts.
- Advise senior leadership on performance management strategies, helping to link individual objectives with organisational priorities and addressing under‑performance when needed.
- Collaborate with the HR Programme Manager to coordinate the delivery of core HR processes across country offices and the headquarters, guaranteeing timely and client‑focused support.
- Supervise a team of HR Specialists and Assistants, fostering their professional growth while ensuring they deliver high‑quality service to managers and employees.
- Partner with legal, staff association, ombuds, and ethics offices to resolve complex employee relations issues, including performance concerns, health emergencies, medevac cases and separations.
- Conduct skills and learning needs assessments, then design or source customized training interventions that meet regional development goals.
- Participate in corporate‑level HR initiatives, pilot projects and workshops, contributing senior‑level insight to drive organisational effectiveness.
- Serve on ICAO’s Internal Consulting Group, advising on change management and organisational development initiatives across the agency.
What We're Looking For
The ideal candidate combines deep HR expertise with strong business acumen and a proven track record in a multinational or UN‑type environment.
- A postgraduate qualification such as an MBA, MSc or MA in a relevant discipline.
- At least ten years of progressive HR experience, including senior advisory or partnership roles.
- Demonstrated ability to interpret and apply complex HR policies and to influence senior managers on people‑related decisions.
- Extensive experience managing talent management cycles—performance appraisal, succession planning, mobility and staff development.
- Strong conflict‑resolution skills and experience handling sensitive employee relations cases.
- Excellent communication and training delivery skills, with the capacity to translate policy into practical guidance for diverse audiences.
- Proven leadership of HR teams, fostering collaboration and high performance.
- Familiarity with UN or other international organization HR frameworks is highly desirable.
