What You'll Do

In this role you will act as the principal architect of quality‑assurance frameworks that underpin ICAO’s programme portfolio.

  • Design, update and roll out organisational policies, guidelines, standards and AI‑enhanced assessment tools that enable consistent results planning, monitoring and reporting.
  • Craft and maintain templates, rating methodologies and digital formats used for the preparation, review and endorsement of country‑level and regional programme documents.
  • Facilitate strategic dialogues and theory‑of‑change workshops that shape the long‑term vision and design of UNFPA‑aligned initiatives.
  • Organise and lead periodic quality‑assurance meetings, ensuring that all stakeholders adhere to agreed standards and timelines.
  • Perform in‑depth analyses of programme data to surface gaps, bottlenecks and best‑practice lessons, while recommending innovative solutions such as AI‑based analytics and cost‑modelling techniques.
  • Provide technical advice and draft briefing notes for senior officials preparing for Executive Board deliberations on programme approvals and extensions.
  • Coordinate with internal units and inter‑agency partners to align United Nations Sustainable Development Cooperation Frameworks with national programme strategies.
  • Support the deployment of new programme design initiatives across field offices, fostering a culture of continuous improvement and data‑driven decision‑making.

What We're Looking For

The ideal candidate combines strong analytical expertise with hands‑on experience in programme quality management.

  • A master’s degree or higher in international relations, development studies, data science, artificial intelligence, public health, demography or a closely related discipline.
  • Minimum of five years of professional experience in programme data management, quality assurance or a comparable field within the UN system or a large international development organisation.
  • Demonstrated proficiency with data‑management software and a track record of applying AI or digital solutions to enhance programme monitoring.
  • Deep understanding of UNFPA’s mandate and the broader UN inter‑governmental and inter‑agency processes.
  • Strong analytical and writing skills, capable of producing concise briefing notes and strategic recommendations for senior leadership.
  • Fluency in English; knowledge of another UN official language (e.g., French, Arabic, Spanish) is an added advantage.
